Uploads a new PDF document to an injury. This endpoint supports both multipart file uploads and Base64 JSON payloads. Provide exactly one of document or document_file_content. For Base64 uploads, document_file_name is required. Only non-empty PDF files with the application/pdf content type are accepted.
