Attachments are not destroyed if their Bill has been submitted

If an attachment belongs to a Bill that has already been submitted, attempting to destroy the attachment will only mark it as inactive. In order to fully destroy an attachment once a Bill has been submitted, the associated Bill must be destroyed.
